How to submit a claim to the Department of Natural Resources (DNR)

If you believe you have a claim against the DNR for damage to you or your property, please follow these steps to submit a tort claim.

Step One: Complete and submit the Tort Claim form and supporting materials

You must submit a State of Minnesota claim form to [email protected]. In addition to the completed form, please provide the following items, as applicable.

  • Paid, itemized invoices/receipts showing repair of the damage OR two written estimates detailing work and costs to repair the damage
  • Photographs of property damage
  • Documentation of paid medical costs
  • Any other documentation that directly supports your claim

Complete the claim form, providing as much detail as possible about your claim, and sign and date the form. Email the completed form, along with any supporting materials, to [email protected].

You must submit your claim within 180 days of the date it occurred.

Step Two: The Department of Administration, Risk Management Division (ADM/RM ) is notified of your claim and investigates.

ADM/RM represents all state agencies and employees involved in your claim. ADM/RM is notified by the DNR of your claim and will investigate and gather information about the circumstances. You will be contacted if additional information is needed from you.

Step Three: ADM/RM responds to your claim

ADM/RM will notify you by letter of the response to your claim. In most instances, you will receive a decision or request for additional information within six weeks of receipt of your claim.
