Record of Decision on Environmental Assessment Worksheet

The Minnesota Department of Natural Resources (DNR), as the Responsible Governmental Unit for environmental review of the Upper Post Flats Affordable Housing Project, Fort Snelling State Park, in Hennepin County, Minnesota, has issued a Record of Decision regarding the Need for an Environmental Impact Statement for the project.

The DNR has concluded that an Environmental Impact Statement (EIS) is not required because the project does not have the potential for significant environmental effects. The justification for this determination is contained in the Record of Decision. The Record of Decision also contains the Department's responses to all substantive written comments received on the Environmental Assessment Worksheet during the 30-day public review and comment period.

Issuing this Record of Decision concludes the state environmental review process for this project according to the Minnesota Environmental Quality Board rules, Minnesota Rules, part 4410.1000 to 4410.1700. This project can proceed to permitting and approvals.

The DNR prepared an EAW for the project. Public notice of the availability of this EAW for public comment is in the August 26, 2019 EQB Monitor. A 30-day public review and comment period was open from August 26, 2019 until 4:30 p.m., September 25, 2019.

The Proposed Project

The Minnesota Department of Natural Resources (DNR) is proposing to lease the Upper Post in Fort Snelling State Park for 99 years to Fort Snelling Leased Housing Associates I, LLLP, an affiliate of Dominium Development & Acquisition, LLC, for rehabilitation into rental housing. Up to 215 housing units would be constructed within the existing footprints of 26 historic buildings.

The units would be rented to individuals and families that meet state requirements for moderate income housing (incomes up to 60% of area median), with a preference for military veterans and their families. New construction to support the housing units would include a commons area with outdoor swimming pool, sidewalks, landscaping, parking facilities, new streets, stormwater infiltration basins, utility improvements, and reconstruction of existing streets and driveways.
