This program was created by the United States Clean Vessel Act of 1992 to evaluate the existing conditions of sanitary disposal for boaters and to provide financial assistance for the improvement of marina sanitation facilities where they are needed.
Program purpose
To encourage the development or improvement of marina sanitation facilities for boaters in order to maintain and improve water quality in public waters.
Eligible projects
Development or improvement of sanitation facilities for boaters (including pump-out stations, dump-outs, and floating restrooms).
Eligible applicants
Public and private marinas.
Business registration
All CVA Grant Application grant applicants (both private businesses and government entities) must be a legal owner of the property and also be registered with the Minnesota Secretary of State. Level of assistance
Up to 75% of total eligible costs. NOTE: The sub-recipient must pay for project expenses in-full and meet all terms of the grant agreement and sub-recipient contract prior to seeking reimbursement.
Buy America Provision for Infrastructure
As required by Section 70914 of the Infrastructure Investment and Jobs Act (Pub. L. 117-58), on or after May 14, 2022, none of the funds under a federal award that are part of a Federal financial assistance program for infrastructure may be obligated for a project unless all the iron, steel, manufactured products, and construction materials used in the project are produced in the United States, unless subject to an approved waiver per the Office of Management and Budget (OMB) memorandum M-22- 11. Recipients must include the requirements in this section of all contracts and purchase orders for work or products under this program. There may be instances where an award qualifies, in whole or in part, for an existing Department of the Interior (Department) general applicability waiver as described on the Department's General Applicability Waivers web page.
Funding priorities
Priority is given to areas where there are inadequate pump-out facilities and where there are significant potential users.
