Proposer requests information on specific parcels or target areas
Work with DNR to identify prospective sites or target areas. DNR will confirm ownership records and screen prospective sites for potential hindrances.
Proposer investigates prospective sites
Obtain short term lease with the DNR to investigate and sample prospective deposits in the field.
Proposer identifies candidate lease site(s) and requests State Earth Materials Lease
Report investigation results to the DNR and request a lease. Work with DNR to negotiate the lease boundary, mining strategies, and reclamation plans. DNR establishes royalty rates based on resource quality and royalty rate sheet. DNR adds site-specific terms and conditions in to lease.
DNR review and lease preparation
(30-90 days)
DNR Regional Management Team reviews environmental, cultural and ecological factors. Legal and financial documents are prepared and draft lease is mailed to Proposer for review.
Proposer reviews and signs State Earth Materials Lease document
Review, sign, and return lease to DNR with proof of insurance and required payments. Upon receipt, the DNR signs and returns an official copy and Proposer becomes a state Lessee. A typical lease term is 2-3 years before it is subject to renewal.
Lessee and DNR develops and implements the site management plan
Coordinate with DNR to develop site management plans and review upcoming plans on-site. During implementation, DNR inspects environmental protection measures, conducts royalty audits, and assists with mine and reclamation planning.
